The Nigerian Communications Commission (NCC) has announced a final deadline for the mandatory verification and linkage of all Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs). According to the Commission’s directive, all Mobile Network Operators (MNOs) must complete the process by September 14, 2024.
The NCC provided this update on Wednesday as part of the Federal Government’s policy, initiated in 2020, to link NINs to all SIM cards. As of now, over 153 million SIMs have been successfully linked to a NIN, representing a significant compliance rate of 96%, a sharp rise from 69.7% recorded in January 2024.
Reuben Muoka, the Director of Public Affairs for the NCC, stated that the Commission is seeking the ongoing support of Nigerians to reach 100% compliance. “The complete linkage of all SIM cards to NINs is essential for enhancing the trust and security of our digital economy,” he added.
This policy aims to increase the security of digital transactions and reduce the risk of fraud and cybercrime. It also supports the growth of e-commerce, digital banking, and mobile money services in Nigeria, promoting greater financial inclusion and economic development.
The NCC also revealed collaboration efforts with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC) to address the alarming discovery of individuals possessing large numbers of SIM cards, in some cases exceeding 100,000.
The Commission emphasized its commitment to working with security agencies and other partners to eliminate the sale of pre-registered SIMs, a practice that poses a threat to national security and the integrity of mobile networks. The NCC reminded the public that selling or buying pre-registered SIM cards is illegal and punishable by imprisonment and fines.
The NCC urged Nigerians who have not yet linked their NINs to their SIMs or who have encountered issues during the process to visit their service providers before the September 14 deadline. Additionally, self-service portals are available for the public to complete their registration online.
