Edo Assembly Passes Death Penalty for Kidnapping, Sends Bill to Governor

The Edo State House of Assembly has approved a bill that enforces the death penalty for individuals found guilty of kidnapping. The bill, which amends the Kidnapping Prohibition Amendment Law of 2013, also includes strict measures such as the confiscation and demolition of properties used for kidnapping activities.

The bill was reviewed and passed by the Committee of the Whole, marking a major step in the state’s efforts to curb the growing menace of kidnapping. Majority Leader Hon. Charity Aiguobarueghian noted that the rise in kidnapping cases has become a serious concern, making the bill necessary to protect citizens.

He urged fellow lawmakers to support the bill, describing kidnapping as a terrible crime that has led to the loss of innocent lives and immense suffering for victims’ families and the community. Other lawmakers, including Hon. Donald Okogbe, Hon. Jonathan Ibhamawu, and Hon. Eric Okaka, also backed the bill. They referenced religious and constitutional principles to justify the need for the death penalty, stating that it could serve as a deterrent.

The lawmakers further noted that many kidnappers demand ransom but still go on to kill their victims. They stressed the need for the executive arm to enforce the death penalty strictly, ensuring that punishments are carried out without delay.

Following the deliberations, Speaker Rt. Hon. Blessing Agbebaku instructed that the finalized copies of the bill be sent to Governor Senator Monday Okpebholo for approval.

In addition to the kidnapping law, the Assembly also passed a bill to repeal the Edo State Electricity Law of 2022. This move aims to create a more structured electricity market in the state by establishing the Edo State Electricity Market, the Edo State Electricity Regulatory Commission, the Edo State Electrification Agency, and the Edo State Electricity Transmission Company.

Furthermore, the House confirmed the appointment of Kenny Okojie as the Chairman of the Edo State Primary Health Care Development Agency. Okojie, an experienced health professional from Esan North East, was found qualified for the role after a review by the Committee of Rules and Business.
