Meet Ibok-Ete Ibas, The Ex-Naval Chief Appointed by Tinubu as New Rivers State Administrator

President Bola Ahmed Tinubu, in a move to address the escalating political turmoil in Rivers State, declared a state of emergency on Tuesday, suspending key government officials and appointing a temporary administrator.

The president’s directive saw the immediate suspension of Governor Siminalayi Fubara, his deputy Ngozi Odu, and members of the Rivers State House of Assembly. To manage the affairs of the state during this period of uncertainty, Tinubu named retired Vice Admiral Ibok-Ete Ekwe Ibas as the new administrator, granting him a six-month tenure to restore order.

During a national broadcast, Tinubu clarified that while Ibas would assume executive responsibilities, he would not have the power to enact new laws. However, he is authorized to introduce necessary regulations, provided they receive approval from the Federal Executive Council before final endorsement by the president.

Who is Ibok-Ete Ekwe Ibas?

Ibas brings a wealth of experience in leadership, security, and governance. Born on September 27, 1960, in Nko, Cross River State, he launched his military career in 1979 when he was admitted into the Nigerian Defence Academy. After completing his rigorous training, he was commissioned as an officer in the Nigerian Navy in 1983.

Over his 42-year career in the military, Ibas steadily rose through the ranks, holding key positions in the Navy. His leadership and strategic acumen led to his appointment as Nigeria’s Chief of Naval Staff in July 2015 by then-President Muhammadu Buhari.

As naval chief, Ibas spearheaded major reforms aimed at bolstering Nigeria’s maritime security. His tenure was marked by decisive action against piracy, oil theft, and other criminal activities along the nation’s waterways. Under his watch, the Nigerian Navy expanded its fleet, acquired modern naval assets, and strengthened personnel training to enhance operational efficiency.

Following his retirement from active military service in January 2021, Ibas transitioned into diplomacy, taking up the role of Nigeria’s High Commissioner to Ghana. In this capacity, he played a crucial role in fostering diplomatic ties between both nations, particularly in areas of security cooperation, trade relations, and regional stability.

Beyond his military and diplomatic achievements, Ibas is a respected member of various professional bodies, including the Certified Institute of Shipping, the Nigerian Institute of Management (Chartered), and the International Institute of Professional Security. He is also affiliated with the US Naval Institute, highlighting his broad international exposure in defense and security strategy.

According to records from the Nigerian High Commission in Accra, Ghana, Ibas enjoys reading, watching documentaries, and playing golf in his spare time. He is married to Barrister Theresa Ibas, and they are blessed with children and a grandchild.
